Technology policy and economic performance: lessons from Japan

During the last two to three decades policy-makers have increasingly became concerned about the role of innovation for economic performance and, more recently, for the solution of challenges that arise such as the climate challenge.

The view that policy may have a role in supporting innovation has become widespread, and the term innovation policy has become commonly used. This paper takes stock of this rapidly growing area of public policy, with particular focus on the definition of innovation policy what it is ; theoretical rationales why innovation policy is needed ; and how innovation policy is designed, implemented, and governed.

The economy of Japan is a highly developed free-market economy. The Japanese economy is forecast by the Quarterly Tankan survey of business sentiment conducted by the Bank of Japan. Japan is the world's third largest automobile manufacturing country , [33] has the largest electronics goods industry , and is often ranked among the world's most innovative countries leading several measures of global patent filings. Facing increasing competition from China and South Korea, [34] manufacturing in Japan today now focuses primarily on high-tech and precision goods, such as optical instruments , hybrid vehicles , and robotics. Japan formerly had the second largest assets and wealth, behind only the United States in both categories, but was eclipsed by China in both assets and wealth in Thus, Japan is currently the world's third largest manufacturer behind China and the United States.

This paper investigates the role that this new literature plays within innovation studies and the world of science more generally and discusses the sources for its emergence.
