Scientific Integrity in Public Policy

The characterization of particular stages can vary, but a basic sequence is: agenda setting — formulation — legitimation — implementation — evaluation. Officials considered as policymakers bear responsibility to reflect the interests of a host of different stakeholders. Policy design entails conscious and deliberate effort to define policy aims and map them instrumentally. Academics and other experts in policy studies have developed a range of tools and approaches to help in this task. Public policy can be conceptualized in varying ways, according to the purposes of the speaker or author, and the characteristics of the situation they are concerned with. One dividing-line in conceptions of public policy is between those that see it primarily in terms of ideas principles and plans of action and those that see as a collection of empirical phenomena the things that are done, and their outcomes.

Science identifies problems—endangered species, obesity, unemployment, and vulnerability to natural disasters or bioterrorism or cyber attacks or bullying. It measures their magnitude and seriousness. Science offers solutions to problems, in some instances extending to policy design and implementation, from improved weapons systems to public health to school reform.

The traditional vision of the role science should play in policy making is of a two stage process of scientists first finding out the facts, and then policy makers making a decision about what to do about them. We argue that this two stage process is a fiction and that a distinction must be drawn between pure science and science in the service of public policy. When science is transferred into the policy realm, its claims to truth get undermined because we must abandon the open-ended nature of scientific inquiry.

It draws on studies in international development to review the literature on the impact of research on development policy and practice and reflects on the implications for ICT4D research. Noting the cultural and professional differences between researchers and practitioners as well as their differing perspectives of impact, it goes on to describe the dominant themes in the literature. ICT4D research is characterised as lacking in certain respects, which would tend to inhibit its capacity for policy impact, but having overcome these, further adjustments to research conduct and culture are implied for such impact to emerge. Consequential recommendations include revised incentive structures for academic institutions as well as closer engagement between researchers and practitioners. The first phase of the SIRCA programme categorised the impact of research into academic impact and socio-economic impact, with the latter comprising impacts on socio-economic benefits, policy and capacity building.
